Icon Viewer is a very simple icon management utility developed by Cosmin Software. It has a very old design and limited capabilities. The program provides you with the ability to browse your icons, even if these were compiled into executable files (EXE) or inside icon library files (ICL). Not only that, but it also can show regular icons (ICO) from any directory that you choose. But unfortunately, it won't include subdirectories in its search. The status bar of the program will show you how many icons it could find. Moreover, you can use the icon comparing functionality in order to find duplicate icons, and delete them permanently from your collection.

Despite being absolutely free, the program didn't have malware, adware, or spyware when I scanned it using Kaspersky Internet Security.

One of the disadvantages of the program is that the ability to export icons is not implemented yet. It also doesn't let you edit an icon, or replace it with another one. Another disadvantage is that it has never been updated since 2001.
